Las Salinas clarifies that it disagrees with the 6 Oriente project. In the first place, urban highways are far from being a solution to the congestion problems generated in cities as a result of the increase in the number of vehicles. It has been proven that, far from decreasing, after a few years the problems that these types of roads are intended to solve increase due to the greater flow that these urban highways promote. In addition to the above, these roads add other multiple problems for the neighbors. In particular, the 6 Oriente project is a temporary, short-term solution to the real problem suffered by the 15 Norte sector as a result of the expansion of the city. It is also necessary to point out that the 6 Oriente project was designed when the oil companies were still located in the sector and there was no certain prospect of urban development for Las Salinas. Consequently, the 6 Oriente project is detrimental to the accessibility of the Las Salinas neighborhood and the integration of the neighbors with the waterfront through this land. The urban project in Las Salinas contemplates the existence of a mixed-use neighborhood that seeks to be a contribution to the urban, social and environmental development of the city of Viña del Mar, where territorial integration is fundamental and must be protected. At no point does the design of 6 Oriente connect with the Las Salinas site. On the contrary, it breaks the east-west connection between hill and sea, between Santa Inés and the coastal edge proposed by the Las Salinas project. The Las Salinas neighborhood proposes a new urban centrality where the use of automobiles is discouraged through a concept of mixed uses and public spaces that promote multiple modes of mobility, with a preference for pedestrians and public transportation, thus avoiding the potential induced demand for automobiles that urban highways generally provoke. Furthermore, the 6 Oriente project not only did not consider the future urban development of Las Salinas in its design, but the Alessandri Avenue section of the future highway considers a vehicular trench that eliminates the eastern access to the site, thus undermining a fundamental principle of the project: the pedestrian territorial integration of our neighboring communities with the waterfront and expeditious access to the sector where a system of good quality public spaces, freely accessible parks and promenades, and infrastructure of social interest is to be developed.
